Seraphin Ibrahim Killed in Southwest Portland Accident on Southwest Barbur Boulevard

Portland, Oregon (July 28, 2023) – Police have identified Seraphin Ibrahim, 23, as the individual killed in a traffic collision last Friday in Portland, Oregon.

The accident happened around 1:30 a.m. on July 21 on Southwest Barbur Boulevard.

Authorities confirmed a silver Toyota Scion operated by Espior M. Kaneke, 26, was traveling eastbound on Southwest Barbur Boulevard at a high rate of speed when it hit a silver Honda Odyssey heading northbound on South 22nd Avenue.

Kaneke, Ibrahim, and a second Scion passenger were taken to a local hospital. Ibrahim was declared dead at the hospital.

Kaneke was later arrested and will be charged with DUI, reckless driving, and first-degree manslaughter.

Police believe high speed, impairment, and poor visibility contributed to the collision.

An investigation is ongoing.
